Rules coordinators use this page to submit all Administrative Rule filings, including Hearing and Rulemaking notices, and Permanent and Temporary rules.

Requesting a password
Agency Rules Coordinators who have not yet filed Administrative Rules or Notices online should contact the Administrative Rules Unit at 503-373-0701 option 2, to review procedures and receive the password for online submission.
Rule filing deadlines
All notices and rules filed on-line must be submitted by 11:59 p.m. on the 15th of the month, for publishing and posting in the following month's Oregon Bulletin and online OAR Compilation. If the 15th is on a weekend or holiday, OAR filings must be submitted by 11:59 p.m. on the preceding work day. Filings must contain the date stamp from the deadline day or earlier to be published and posted the following month.
